REMINDER: LANCC MEETING JANUARY 2ND.
A reminder that our next LANCC meeting will be next Saturday, January 2nd, 10:00 a.m. at the Hollywood Constituent Center on Fountain, west of Vine St. DLANC has received a grant from the American Institute of Architects to study sustainability and the role of NC involved in such efforts. Ashley Zarella Hand from DLANC will give us an overview of the ongoing processes toward that goal. We will get an update on the BONCs efforts to “standardize” NC bylaws. I hope we can get a report from Chatsworth on their efforts to resolve the conflicts between their bylaws and the City Clerks election procedures for their NC. As we all know the city is in big trouble because of the budget shortfall. The results of the ERIP are finally hitting home with the city council. It’s time to explore the changing role of NCs and their relationship with the city. Come to the meeting with your thoughts and ideas on how NCs may have to reinvent themselves and how they might move forward as a major force in the political life of the city.
We’ll get the agenda out sometime tomorrow or Wednesday. Hope to see you all for a successful NC start of the New Year.

Special Sustainability Committee Meeting - Next Wednesday, December 16
Join us on Wednesday, December 16 as we begin planning for the 2010 Community Projects. We'll review the recent SDAT visit, discuss some lessons learned about the 2009 projects, and embark on planning another year of exciting community-based initiatives.

SDAT Project Team Planning Meeting - Summary
SDAT Project Team Meeting

Sustainability Committee members met on the evening of October 26, 2009 to debrief on the SDAT preliminary visit and begin planning the full team visit in early December.
Committee members who participated in the SDAT preliminary visit gave a brief summary of the visit. The preliminary SDAT visit was a huge success. The AIA staff were given a whirlwind tour of Downtown Los Angeles, met with community members, and got tours of key Downtown buildings and locations. Overall they found the trip highly engaging, comprehensive, and well-planned and were happy to get an on-the-ground perspective of Downtown, even if they were a bit surprised by the amount of walking involved.
Next, committee members discussed the upcoming full SDAT visit scheduled for December 2-4. Based on the positive feedback received during the preliminary visit, committee members felt that keeping the interactive, touring component of the visit would be important. However, the walking component would need to be less intense to accommodate more meetings and time for the team to work on their report and recommendations. There would also be an opportunity to divide the group into smaller teams to view specific aspects of Downtown tailored on their interests and specialties. To fully utilize the input of the Steering Committee, the group also decided to have at least two meetings with the SDAT and Steering Committee and whenever possible to include Steering Committee members in the SDAT’s activities and tours. With these goals in mind, committee members created a list of components to be included in the SDAT visit agenda. These were:
• Neighborhood tours organized by topic or geography and led by Steering Committee members;
• At least two meetings with the entire Steering Committee;
• 101 Freeway Cap Park meeting;
• Rest breaks;
• Visit to the rooftop of the Ritz Carlton Hotel;
• Reception, networking event, or mixer(s) held in collaboration with the American Institute of Architects, American Planning Association, and/or Downtown News.
• Time for SDAT to work on report and recommendations (charrette time, possible public);
• Stakeholder group meetings and roundtable discussions (public); and
• Closing presentation.
With these components in mind, committee members next sketched out a draft agenda for the SDAT visit:

THANK YOU DOWNTOWN! Tree Planting Day was a success with more than 30 trees & 65 volunteers
The Sustainability Committee in partnership with the Los Angeles Conservation Corps and Million Trees LA planted 31 trees on Saturday, October 24 along South Alameda. This is Phase I of our Skid Row Tree Planting Project and thank you to the many community volunteers and partners who made this great event happen! Check out some of our pictures from the event.

September Regular Sustainability Committee Meeting

1. Welcome.
2. Public Comment on Non-agenda items including community announcements (3 minutes).
3. August meeting minutes SC-13-090804 approved.
4. Sustainable Community Projects Internship has been posted. Goal is to have an intern to start at the end of September 2009. Committee recommends posting on Planetizen and planning.org. Committee invited to participate in intern review process.
5. Sustainability Committee hosted an open meeting with Urban Glue to discuss the proposed partnership with Village Green for an American Recovery Act Grant. The consensus was that there was not enough information or Neighborhood Council resources to fully manage this opportunity as proposed. However, we will continue to investigate this opportunity and implementation logistics in the coming months.
6. Project 6 (Veronica Siranosian): The SDAT preliminary visit is scheduled (tentatively) for September 10-11, 2009. This will include an introduction of the SDAT Project Leader to the neighborhood and informal meetings with community stakeholders. A project team meeting will be scheduled (TBA).
7. Park[ing] Day LA 2009 is Friday, September 18 and will be hosted by the Sustainability Committee in Harlem Place (between W.4th and W.5th Street). Event volunteers, please contact Jennifer Regan and Pamela Tuttle at sustainability@dlanc.com.
8. Project Butterfly (http://www.projectbutterfly.org/) has proposed a community partnership for a Downtown broadcast of the annual Bioneers Conference on October 14-16 (http://www.bioneers.org/conference). The partnership would involve our help with local outreach and communications, event volunteers, and potentially a brief presentation of the work being done Downtown. Committee approved proposed partnership for the October event (S. Michaels abstains). Ron Crockett volunteers to help with event.
9. The Tree Planting Project would like to apply for the Board of Public Works Community Beautification Grant (http://bpw.lacity.org/OCB/CBGrant/cbgidx07.html) for $15,000 towards tree maintenance for the Skid Row pilot project. Project may not be eligible because it needs funding for maintenance (not within scope). Committee approved motion to proceed with grant application, pending verification of terms.
10. Discussion on the recent DWP MOU. Sustainability Committee voted to continue investigating this issue – particularly as it applied to tiered rates applicable to peak usage.
11. 2009 Project Updates:
a. Project 1: Rooftop Edible & Composting Containers (Dawna Nolan) – no report at this time.
b. Project 2: Tree Planting – Skid Row Pilot (Gunnar Hand): Tree planting day is tentatively scheduled for October 24. Ongoing solicitation of community partnerships and funds for tree maintenance. Committed to three years of maintenance for trees.
c. Projects 3: Increase Participation in Cost-Saving Efficiency Programs: Energy & Water Focus/Project 4: Increase Participation in City & Private Recycling and Food Waste Programs (Corey Prost) Meeting with city departments to continue to understand resources available. New commercial services postcard has been printed for distribution.
d. Project 5: Online Toolkit of Existing Resources (Ryan Saucerman). Ryan was absent – no update on website to date.
e. Project 7: Event and Education Programming & Calendar. Calendar continues to be updated. Check website for latest information.
f. Project 8: Green Living Program (Pamela Tuttle). Investigating partnership with Los Angeles Community College District to bring green living courses to larger community.

7. Project update (10 minutes): SDAT Grant – we have agreement on MOU between AIA and City. DONE has reversed its position on fundraising – need to find community partners who can make contribution directly to AIA per recommendation of DONE Gen. Manager BongHwan Kim. Action Item: Approve outreach for SDAT steering committee and community match. List from project team members to be posted on blog by Monday, July 6 at 9:30pm.
8. Project update (5 minutes): Park[ing] Day LA planning to start! Looking for community volunteers and committee participants for planning and event day. This year’s event is on Friday, September 18, 2009. Jennifer Regan and Pamela Tuttle have volunteered to lead this year’s Downtown park.

4. Stanley Michaels presented preliminary research on packaging. Investigating other city ordinances and community impact. Next steps: continue research and make recommendation to Committee.

a. Project 1: Rooftop Gardens & Composting: currently determining what garden models will be feasible in first year of pilot project. Kick-off meeting scheduled for June 10.
b. Project 2: Tree Planting: survey day and community outreach event planned for June. Planting in October-November. Investigating funding options for tree maintenance (estimated at $31,000).
c. Projects 3-4: Increase Participation in City Program: Corey Prost has volunteered to take the lead on these two projects.
d. Project 5: Online Resource Toolkit: Jennifer may have a community member interested in helping us develop the online platform for the toolkit.
e. Project 6: SDAT Grant/Community Plan: MOU in city purgatory. More information to follow.
f. Project 7: Events & Education Calendar: Pam Tuttle has volunteered to take the project lead role on this initiative. Investigating what sources we should be feeding on a regular basis with our activities. Looking for community partners/event opportunities.

Whether you live, work or own a business in Downtown Los Angeles, the Sustainability Committee would like to invite you to get involved with any of our 2009 Projects. We are looking for project leaders and team members to help us meet our goal of creating a more livable, affordable, efficient neighborhood while empowering our community to make more sustainable choices where they live and work. We will be using the tools of education, outreach and advocacy to meet these goals.

Committee Chairs: Establish overall committee agenda in response to stakeholder input. Support project leads and project teams by establishing partnerships with business, non-profit and government. Develop templates and tools for project management; provide review of project and performance feedback; assist outreach and identifying advocacy opportunities. Advise on individual project scope and approach to ensure equal representation of downtown stakeholders.

We will work to facilitate a vibrant downtown Los Angeles with clean streets, natural shade, accessible public amenities, and green space. We will work with the community to create opportunities for rooftop gardens and citywide composting to enhance the benefits of living in a dense urban environment.

We will identify affordable solutions for the workplace, home and shared public space so all members of the community may benefit from more environmentally-friendly options. We will highlight existing cost-saving rebate and assistance programs, increase awareness and encourage participation through outreach. We will identify programs that could incorporate assistance provisions so we can advocate for greater inclusion of our community.

Develop a test program for "rooftop container" sustainability using edible plants and composting as the initial strategies. (J. Regan)
Save the Date: 3rd Annual Gathering of Community Gardens
Saturday-Sunday October 24-25, 2009 at Farmlab
EDUCATION: Educate and engage support from tenants and building owners about the benefits and techniques to rooftop gardening and composting. Identify and work with a few downtown "building teams" to manage a pilot program on their rooftop. Document and publish information on pilot program success to enable other buildings to start either edible-plant containers and/or composting containers. Check out some great images of green roofs downtown!
OUTREACH: Connect building owners/managers/tenants with community partners and the necessary technical support. Potentially create inter-building relationships that link composting with planters.
ADVOCACY: Identify rooftops that already have this strategy in place and determine how the Sustainability Committee can help foster the continuation of these activities. Identify and support legislation and policy that would help support further development of rooftop green space.

Create a tree planting initiative that maps opportunities for new street trees downtown and set a realistic goal for number of trees planted in 2009 and key areas of the neighborhood with the greatest need. (Project Lead: Gunnar Hand, Chair AZ Hand)
EDUCATION: Develop outreach material highlighting the importance of trees downtown and the benefits of shade.
OUTREACH: Engage volunteer participation in the mapping and tree planting efforts and connect with community partners for assistance with implementation and maintenance.
ADVOCACY: Develop the framework for an ongoing effort to introduce more trees to downtown Los Angeles. Support city initiatives to plant more trees. Encourage planting of Fruit Trees in Downtown.

GOOD NEWS! The DLANC Sustainability Committee, LACC, and CCEA met with Lisa Sarno of the Million Trees LA Initiative on Wednesday, September 30, 2009. At the meeting, MTLA agreed to designate the Alameda Corridor portion of our project as a Signature Project. As such, all the trees along the Alameda Corridor will be planted with 24 as opposed to 15 gallon trees.
2009 Project 3: Increase Participation in Cost-Saving Efficiency Programs: Energy & Water Focus
Determine existing resources available to downtown residences and businesses to achieve energy savings and water conservation. (A. Zarella)
EDUCATION: Identify different educational tools such as seminars, posters, emails, local media coverage, etc to facilitate better understanding and knowledge about energy efficiency and water conservation.
OUTREACH: Partner with organizations currently providing rebates, free energy audits, as well as groups with innovative Do It Yourself solutions to increase downtown stakeholder access to programs.
ADVOCACY: Advocate for extension of assistance programs as well as identify other incentive programs that could increase participation among downtown community.

2009 Project 4: Increase Participation in City & Private Recycling and Food Waste Programs
Determine existing resources available downtown businesses and residences to help reduce waste and increase recycling. (A. Zarella)
EDUCATION: Identify different educational tools such as seminars, posters, emails, local media coverage, etc to facilitate better understanding and knowledge about value of trash and recycling.
OUTREACH: Partner with organizations currently working on waste and pollution reduction. Research and identify innovative outreach efforts that were successful at increasing trash and recycling participation in other cities and use as model for Downtown. Create and implement at least one bilingual outreach initiative in 2009 to reach out to stakeholders on this issue.
ADVOCACY: Lobby the city to install Big Bellies bin and public recycling containers in downtown.
